Can Black Churches Survive Turbulent Times? The recession has also hit the black community disproportionately hard, shuttering hundreds of churches across the country due to foreclosure. But the greatest challenge may come from a shift in emphasis. As preaching focuses more on individual prosperity than community uplift, some scholars speculate the decades-old power the black church has exercised as the "soul" of the African American community is "dead" — or on it's way there.

UPPER MANHATTAN — After watching Hurricane Irene from the safety of their living rooms and televisions, Inwood and Washington Heights residents hit the streets Sunday morning to survey damage to the neighborhood.

Families and dog owners trickled into the parks and streets soon after 11 a.m. hoping to get a sense of the havoc unleashed by the storm.

Many chain stores remained closed in the neighborhood, but mom and pop shops like Pizza Palace on Dyckman Street and Indian Road Café on Indian Road were open for business as usual.

“Oh yes we are open! Happy Hurricane Weekend!,” tweeted Indian Road Café’s owners.

But for many, the downed trees and minor flooding amounted to little more than what the area normally experiences during heavy storms, something many noted with gratitude.

For Immediate Release

Attention: Due to impending hurricane conditions, a zone fare system will be in effect starting Saturday, August 27, 2011.

The Taxi and Limousine Commission will amend regulations during the Hurricane Irene weather emergency to maximize the passenger-carrying capacity of our regulated industries. A zone fare system will take effect at 9 AM Saturday, August 27, and must be followed for all trips provided in the five boroughs by yellow taxis, liveries, black cars, limousines, and commuter vans. The zone fares will be in effect until further notice.

In addition to the zone fare, the following regulations are also in effect:

  • Liveries, black cars, limousines and commuter vans are permitted to pickup street hails while these zone fares are in effect.

  • Zone fares will apply for both street hails and dispatched trips.

  • Group rides will be permitted and encouraged.

  • Drivers can require group riding.

  • Passengers must be allowed to travel with their household pets and service animals.
